Fatal Scaffolding Collapse at Future Sempra & ConocoPhillips Plant Site

The collapse occurred around 2:00 a.m. on Tuesday, April 29, at the Port Arthur LNG facility on South Gulfway Drive in the Sabine Pass area. According to the Jefferson County Sheriff’s Office, the scaffolding gave way, causing two workers to tragically fall to their deaths. A third worker who fell survived but later succumbed to his injuries.

Two additional workers were also hospitalized with injuries sustained in the collapse.

The Occupational Safety and Health Administration (OSHA) has launched an on-site investigation. The cause of the collapse has not yet been determined.

About Port Arthur LNG

The Port Arthur LNG project is a $13 billion natural gas liquefaction and export terminal being developed by Sempra Infrastructure in partnership with ConocoPhillips. The project is currently under construction and is expected to employ nearly 5,000 workers.

Construction is being carried out by Bechtel Energy Inc., a global engineering, procurement, and construction firm contracted by Sempra.

Scaffolding Accidents Are Preventable

Scaffolding plays a vital role in the construction and maintenance of industrial facilities like refineries and LNG terminals. But when safety protocols are ignored or corners are cut, the results can be deadly.

In our experience handling some of the largest and most catastrophic industrial accidents in U.S. history, scaffolding collapses are almost always preventable. Sadly, ConocoPhillips has a history of preventable accidents, including incidents where safety violations and corporate negligence led to serious injuries and loss of life.

Two of the most recent include the April 2024 fire at a Phillips 66 refinery near Borger, TX that injured six workers. And in July 2018, a worker tragically died at the Alliance Refinery in Louisiana after falling into a coolant tower.

Common causes of scaffolding accident often include:

  • Structural failures and defective components
  • Improper assembly or installation
  • Overloading and unsafe weight distribution
  • Inadequate worker training and supervision
  • Poor maintenance and inspection practices
  • Violations of OSHA and industry safety standards

Employers and contractors have a legal obligation to protect their workers by adhering to Occupational Safety and Health Administration (OSHA)  regulations and industry best practices. When they fail to do so and workers are seriously injured or tragically killed, our Houston work injury lawyers are there to hold them accountable.
